San Francisco Bay Regional Water Quality Control Board (Water Board) or (RWQCB)

The RWQCB is charged with protecting California's water and issues water quality certifications for all projects requiring a permit from the U.S. Army Corps of Engineers. They also issue permits for animals facilities.

A TMDL is a written plan that describes how an impaired water body will meet water quality standards.
